Morals, Ethics, and Internet Traffic

What moral/ethical responsibility do internet service providers have? As they allow more and more users access to the internet, overall performance is rapidly declining. I don't like using Mosiac during the day because most of the interesting sites are ridiculously slow. Should these providers provide some compensation to the internet community in terms of resources?
