The project must be writen up in the IEEE Conference Proceedings Style

You can get more information from the IEEE site, including
a word template. However, in science and engineering, latex is the only way
to go.

A well written project report should follow the lines of a conference paper.
The best way to do this is to read a few good papers from the best conferences:
KDD, ICML, NIPS, INFOCOM, AAMAS, etc.

The report should have a concise abstract.

An introduction with motivation and a summary of your findings.

A short description of related work and how your work reinforces that
work or is different.

The main body of your paper, with notation, background information,
your hypotheses, methods, results, etc.

The conclusions of your work.

References cited.
